Job Description and Duties
Under the general direction of the Program/Project Management (PPM) Division Chief, a Supervising Transportation Engineer (Sup TE), the incumbent is responsible for planning, prioritizing, organizing, and directing the workload assignments of the Project Delivery Support Unit (PDSU) and Consultant Services Unit (CSU).
The incumbent provides direct supervision over Staff Services Manager I positions as well as Rank and File (R&F) employees (including Associate Governmental Program Analysts and Staff Services Analysts) supporting the District 11 Program/Project Management Division.
The incumbent also provides managerial oversight and support to Capital Delivery Divisions including the Corridor Transnet Unit in the areas of transportation programming, financial analytics, and funding opportunities.
The Staff Services Manager II is responsible for managing the funding and programming of the District's Capital Outlay Projects and providing expertise in the areas of Capital Outlay financial management.
The incumbent develops and recommends comprehensive investment strategies across the District's portfolio of projects.
The Staff Services Manager II, in coordination with the PPM Office Chief, a Senior Transportation Engineer, is the liaison between District PPM and HQ Programming and may also act as liaison between Caltrans and other local agencies in relation to transportation programming.

Working Conditions Position is located in Division of Program/Project Management, San Diego County Multiple positions may be filled from this recruitment.
While at the base of operation, employee works in a climate-controlled office under natural and artificial lighting.
