The Disability Counseling & Consulting (DCC) unit is responsible for providing disability management and job accommodation consultation services to UC San Diego faculty, staff, and student employees to identify and implement reasonable accommodations for essential job functions - whether to stay at work or return to work.
The unit also offers support for volunteers, community members, and visitors, who have a disability that interferes with their accessibility around our campus.
POSITION DESCRIPTION Under of the direction of the DCC Director and ADA Compliance Officer, this position is responsible for leading day to day operations including, but not limited to: process mapping and process improvement; the electronic case management system; and leading case review among the team as well as high volume departmental cases.
The Lead Disability Counselor will functions as a lead to unit and administration and will be a subject matter expert and leader with a high degree of knowledge and practice in the overall Disability Management field.
Problem-solving frequently requires analysis of unique issues and problems without precedent and/or structure.
May manage programs that include formulating strategies and administering policies, processes, and resources.
Functions and leads team with a high degree of autonomy.
The Lead Disability Counselor will function as the organization expert in disability or may have specific expertise within a disability specialty.
Deal independently with a wide range of accommodation issues related to complex cases.
Decisions impact university compliance and liability under federal and state disability law and regulations.
On own initiative, rises to Director's attention particularly contentious issues and/or especially complex situations.
May serve as project manager for initiatives.
Through the interactive process, makes a determination as to the reasonableness of accommodation.
Facilitate or act as a liaison for job analysis requests for legal proceedings or in support of medical separation.
Responsible for review in litigation or escalation for reasonable accommodations and management of medical disability related matters including, but not limited to vocational counseling, job analysis, medical separation, disability counseling, and job reassignment for staff and faculty employees who have a physical or mental disability impacting the ability to stay at work/return to work.
The Lead Disability Counselor will analyze and resolve complex problems, interpret policies and demonstrate advanced knowledge in the field of Disability Management.
Exercise independent judgment within defined policies to determine appropriate action.
Develop and implement training and development to other staff members and departments in matters related to diversity, disability, federal laws and UC Policy.
Interact with all levels of the Campus and Systemwide Administration, as well as communicate with employees, supervisors/managers, and other campus leaders, including, but not limited to Risk Management, EH&S, Academic Personnel, Academic Senate, and UC Legal.
QUALIFICATIONS Advanced knowledge of procedures for assessing and determining disability accommodation issues, including the Disability Compliance Office procedures.
Advanced knowledge of assessment, accommodation, and intervention techniques involved in employee's specialty, for example, learning disorders, mobility disability, visual impairment, etc.
Advanced knowledge of the legal framework involving accommodations for staff with disabilities through state and federal laws and regulations Advanced knowledge in the following areas: risk management; insurance; forecasting and analysis; accounting; litigation; contracts; knowledge of common computer application programs; knowledge of organizational processes and procedures; an an understanding of organizational rules and regulations.
Advanced ability to develop course materials and deliver content effectively to diverse populations.
Advanced ability to use critical thinking and analytical skills to solve problems.
In depth ability to concisely present complex risk findings and make recommendations verbally and in writing.
Advanced interpersonal skills, customer service orientation, active listening skills, and effective team leadership skills.
Skill to communicate with Supervisor, Manager, Department Head, or Chair and other organizational entities regarding an employee's accommodations.
Demonstrated competency with and commitment to equity, diversity and inclusion.
LICENSES AND CERTIFICATIONS Certified Rehabilitation Counselor (CRC) or Certified Professional in Disability Management.
SPECIAL CONDITIONS Job offer is contingent upon satisfactory clearance based on Background Check results.
This position has been identified as a Mandated Reporter pursuant to the California Child Abuse and Neglect Reporting Act and requires immediate reporting of physical abuse, sexual abuse, emotional abuse, or neglect of anyone under the age of 18.
It is the responsibility of the Mandated Reporter to ensure that they obtain proper training in order to fulfill their reporting responsibilities as required by the California Child Abuse and Neglect Reporting Act and University policy, and to complete and submit the required reports to the UC San Diego Police Department without delay.
Pay Transparency Act Annual Full Pay Range: $71,000 - $160,000 (will be prorated if the appointment percentage is less than 100%) Hourly Equivalent: $34.
