The Compliance Department currently has an opportunity for a labor compliance specialist to lead the Department’s newly created Project Labor Agreement (PLA) monitoring program as a PLA Program Manager (PM).
Reporting directly to the Chief Compliance Officer, this position will be tasked with building and maintaining this new program and will oversee a small team of City staff to monitor the recently approved PLA for the City’s Capital Improvement Program.
(The City’s Pure Water PLA is not included as part of this assignment.
) This position will work closely with the Compliance Department’s Office of Labor Standards and Enforcement’s Prevailing Wage team, staff from both the Purchasing & Contracting and Engineering & Capital Projects Departments, contractors working on the City’s Capital Improvement Program (CIP) projects, and the San Diego County Building and Construction Trades Council, among others, to ensure the success of the PLA monitoring program.
The Compliance Department is on a hybrid work schedule; while there is no expectation that the PLA PM will be in the office every day, they will spend some time in the field, including on construction sites, or in stakeholder meetings.
This position cannot be filled prior to March 15, 2024.

Key Areas of Responsibility: Oversee the creation of a PLA monitoring manual and associated PLA monitoring processes, formalizing these processes into related policies as appropriate.
Supervise a small team to provide effective monitoring and oversight of PLA activities.
Act as a point-of-contact for City staff, contractors, unions, and public stakeholders on PLA matters.
Work closely with the Compliance Department’s Office of Labor Standards and Enforcement’s Prevailing Wage team on PLA reporting and compliance matters.
Provide support for public meetings with stakeholders on PLA matters.
Minimum Qualifications: Bachelor’s Degree in a legal or Social Science program (for example Sociology, Political Science, Economics) or a related field, and Three (3) years of professional progressive labor compliance and management experience would be a typical way to demonstrate these qualifications.
Desirable Qualifications: The ideal candidate will possess the following qualifications: Must demonstrate the ability to operationalize (enforce and monitor) labor compliance laws created via ordinance; Must be able to provide leadership, mentorship, and direction to staff and colleagues while representing the organization, internally and externally, as a spokesperson regarding PLA compliance matters; Genuine commitment and appreciation for the value of diversity; Excellent writing and communication skills; Strong interpersonal skills; Ability to communicate complex and technical information in a simple, clear, and straightforward manner, including the use of graphs and tables as needed; Ability to communicate effectively to different audiences, including elected officials, various levels of City management, and members of the public; Ability to comprehend technical details and understand how they relate to and impact the “big picture;” Ability to work both independently and as part of a team; Interest in municipal activities and services and how they impact the community; Highly ethical and objective, with the ability to navigate in a political environment without being political; and Energetic and motivated with the ability and desire to take initiative.
