Community Development Technician
The Position
The Community Development Technician provides support to the Planning and Building divisions within the Community Development Department.
Community Development Technicians staff the City’s customer service counter and provide building, zoning, and land use information to the public, property owners, contractors, developers, and businesses.
Community Development Technicians serve a critical role in the City of Coronado’s mission to deliver outstanding customer service as they often represent the first contact that members of the public have with the City.
The ideal candidate will be a dynamic customer service-minded individual with strong interpersonal and communication skills.
Knowledge of permit application requirements and procedural steps relative to the construction, alteration and maintenance of private and public facilities is highly desirable.
The ideal candidate will possess a high attention to detail in conjunction with the ability to multi-task in the face of competing job duties while providing an exceptional level of customer services.
This person should have strong organizational skills, be self-motivated, take initiative and work well as part of a team-oriented department.
The Community Development Technician will perform a wide variety of technical office and paraprofessional planning and building support duties, including: Assists members of the public with questions and information requests received at the public service counter, email, and/or telephone related to permit application requirements, processes, and procedures.
Provides information and technical assistance concerning land use matters including, but not limited to zoning and building regulations, development policies and procedures, code interpretations, and code enforcement processes to the public, applicants, contractors, and other development professionals; Manages the intake and routing of planning and building permit applications and works cooperatively with customers to ensure permit applications are accurate and complete; Performs basic plan checks to ensure that plans comply with minimum submittal requirements; Records permit application data and information into the City’s permit tracking software; Calculates required permit application and plan check fees; Assembles and routes permit application packages through various City departments, personnel, and agencies; Prepares permit activity reports; Schedules building inspections; Processes Public Records Act (PRA) requests; Assists planning and building staff with research and data collection in support of special projects; Performs GIS tasks, including addressing services, preparing mailing lists, and other mapping exercises in support of planning and building staff; Organize and maintain department files and records, assists with records management, filing, and other administrative duties as assigned.

A typical way to obtain the knowledge and abilities would be: Experience: At least three (3) years of responsible administrative support and/or land development experience.
Education/Training: Equivalent to an Associate's degree from an accredited college with major coursework in planning, urban studies, engineering, construction technology, or a related field.
Licenses and Certificates: Possession of a valid Class C California Driver's License with a safe driving record.
Certification as a Permit Technician from the International Code Council (ICC) is required within one year of employment.
Examination & Selection Process Application Review Phase: A completed City of Coronado employment application and resume must be received by the Human Resources Division by 11:59 PM PST on December 3, 2023.
Applications will be reviewed and evaluated before the job announcement closes.
Examination Phase: Applicants who meet minimum qualifications and are considered most qualified will be invited to participate in an oral panel interview (100%).
Interviews are tentatively scheduled for the week of December 11, 2023.
Final Interview: The top candidates will be invited to an interview with the Director of Community Development and Building Official.
Establishment of Eligibility List: Candidates who successfully complete the examination process will be placed on the eligibility list for a period of at least six months.
Candidates must obtain a 70% or above in all components of the examination to be considered as having passed.
Applicants will be notified via email of their eligibility status.

The Retirement Benefit Formula for Classic CalPERS hired prior to January 1, 2013, is Members is 3% at 60.
The current employee contribution rate is 9.
5%.
The Retirement Benefit Formula for PEPRA CalPERS Members, hired after January 1, 2013, is 2% at 62.
The current employee contribution rate is 7.

As part of ensuring our employees maintain a work/life balance, employees earn 144 hours of Annual Leave per year for the first 5 years.
After 5 years, the accrual rate increases.
The City provides Term Life and Accidental Death & Dismemberment (AD&D) insurance in an amount equal to a one-time annual salary or $50,000, whichever is greater, at no cost to the employee.
The City provides short- and long-term disability insurance equal to 66 2/3% of income.
Employees that earn over the maximum benefit of $5,000/month available under the long-term disability plan, have the option to purchase enhanced long-term disability insurance.
The City provides up to $2,000 per fiscal year for reimbursement of directly related costs of tuition, school fees, books, and required materials for approved courses and professional development opportunities.
Student Loan Repayment can be used under this benefit.
Longevity Pay; bonus at 10 years and every 5 years after.
Lateral Vacation Service Credit, effective January 1, 2023, employees shall be given credit for prior verifiable public service employment for annual leave accrual rates.
