Overview: The AVP Board & Regulatory Relations is a pivotal role responsible for facilitating effective communication between BluPeak and regulatory authorities, ensuring compliance with governance requirements, and supporting the smooth operation of Board meetings and Board level initiatives while also managing BluPeak’s Risk & Control Self-Assessment (RCSA) and Key Performance Indicators / Key Risk Indicators (KRIs/KPIs) programs.
This role requires knowledge of the credit union regulatory framework, board operations, strong organizational skills, careful attention to detail, the ability to maintain confidentiality, and the ability to facilitate effective risk management processes.
Responsibilities: Board of Directors and Supervisory Committee Relations: • Under guidance of the Chief Executive Officer and others prepare Board meeting agendas and regulatory related reports, including results of examinations and status of action plans in response to regulatory findings • Coordinate the Annual Meeting; including the Annual Report and Board package; as well as scripts for speakers.
Act as the subject matter expert regarding BluPeak’s Charter, Bylaws, protocols for resolutions and votes; including Recording discussions at Board meetings and preparing Board documents, including resolutions • In coordination with the Chief Risk Officer and VP Internal Audit prepare Supervisory Committee meeting agendas and meeting packages • Receive, address and relay phone calls, e-mails related to the Board of Directors examination, regulation, and other governance duties • Operate audio-visual tools and facilitate presentations during Board and Supervisory Committee meetings • Maintain strict confidentiality of all records, communications and correspondence Regulatory Relations: • Manage and coordinate BluPeak’s operating relationships with the various banking regulators including the DFPI and NCUA • Coordinate and maintain effective and regular communications between BluPeak and its’ regulators • Facilitate the process for filing applications, Charter and Bylaw amendments and/or other regulatory filings (excludes Call report and other filings by Finance) • Manage and coordinate BluPeak’s periodic examination processes and enhanced continuous monitoring reviews • Coordinate pre-examination readiness efforts as directed by the Senior Leadership Team (SLT), potentially including internal preparation meetings, touch-point meetings with BluPeak personnel and management, and examination and on-site teams, and post examination close meetings with BluPeak personnel and management • Coordinate and arrange meetings with BluPeak SLT and other personnel • Coordinate SLT and other leader’s responses to pre-exam initial and follow up requests made by regulators • Escalate identified issues to management on a timely basis • Coordinate responses to periodic regulatory inquiries • Maintain Policies and Procedures on communication with and from regulators and exam management • Track status of management of corrective actions in response to regulatory examinations • Organize and participate in internal meetings with stakeholders and management to discuss progress in corrective actions Enterprise Risk Management (ERM) • Act as the administrator of the Enterprise Risk Management Committee • Schedule meetings including rooms and any equipment needed • Under guidance of the Chief Risk Officer and others determine agenda items • Coordinate with presenters to obtain meeting materials and assemble the meeting package • Host the meeting and run the presentation • Manage the Risk & Control Self-Assessment (RCSA) Program • Develop and/or maintain policies, procedures, user guides and related documentation • Schedule and coordinate business unit performance of Process and Sub-process level RCSAs • Challenge business units when RCSAs seem incomplete or when risk and/or control ratings are not adequately supported • Partner with business unit stakeholders to translate control deficiencies into action plans and provide recommendations to enhance governance practices • Participate in discussions when Business Units report results of RCSAs to the ERM and other applicable governance committees • Manage the credit unions KRI/KPI Program • Assist Business Units in the development, oversight and monitoring of key risk and performance indicators (KRIs/KPIs) • Identify opportunities to add KPIs/KRIs where needed; as well as opportunities to retire KRIs/KPIs that are ineffective or not cost beneficial to maintain • Work with the Business Units and Enterprise Technology & Architecture to automate or partially automate KRIs/KPIs and develop dashboards and trend reports • Ensure that when metrics fall within designated tiers showing increased risk exposure, they are Identified and escalated to senior management and the appropriate governance committee • Periodically validate the accuracy of KPIs/KRIs; including data sources, description, suitability for intended purpose and accuracy of calculations • Ensure that KPI/KRI results are appropriately considered during the RCSA process This role will perform all of the listed items, minimal supervision, strong independent judgement and effective problem solving ability.
Qualifications: EDUCATION and/or EXPERIENCE Bachelor's degree or equivalent work experience (Minimum 5 years direct experience in lieu of degree).
Preferred candidate has (5) or more years of directly related experience in a similar role in a financial institution with specific experience with Board of Directors meetings, regulatory coordination and/or ERM programs.

Supervisory Responsibilities • This job may supervise up to 3 staff and acts in a lead capacity for various projects, initiatives, processes and situations.
• Ability to read, analyze, and interpret governmental regulations, governance requirements, write reports, business correspondence, and procedure manuals.
Effectively present information and respond to questions.
Must be able to speak effectively before groups within the context of the job duties.
Technology Proficiency To perform this job, the employee must possess applicable technology skills and demonstrated expertise.
Ability to use Word for Windows, Excel, Power Point and other Microsoft Office applications, as well as the ability to learn new applications quickly; requires general knowledge of network and database use.
Experience with the Keystone account software and the Logicgate software a plus.
Certificates, Licenses, Registrations Must have or be willing to obtain job related certifications.
Other Qualifications • Must be organized, self-disciplined and detail-oriented with the ability to manage and juggle multiple projects.
Persistent and dependable, especially in meeting deadlines; able to manage multiple competing priorities.
This position may request occasional scheduling flexibility or overtime.
